Sometimes it is best to not ask, but here I would wonder "what the.." and put on my Mystery Inc. hat (figuratively). Maybe he had two flat tires. Ahhh the things one can see while not at home.

I've seen secret service agents going through my office before. Perhaps because the Sec. of Education was with them. This isn't quite as unusual as it seems as I work as a contractor for said agency.
