Yes... as there are legal definitions as to the heights of airspace over any given area. So leaving said airspace would constitute "crossing State lines". And once you cross into space itself, you are in "International Waters". Did you know all astronauts travel with their passports as they are leaving the legal confines of their country of origins and may have to return to a different country.
Well, if I were to take this seriously, I could say that I believe once they're in space, technically, they're under no one's jurisdiction. But instead, I'll just smirk at the George Carlin reference, and let it go at that.
Not sure on that one, spotty. I'm quite sure of one thing though. If you succeed, somebody will figure out how to put a toll on it for the next time. :p
