That rat with a fluffy tail is saying. wheres my peanuts bitch. Ive seen that look a million times here in Toronto parks dept. Someones been feeding it and it likely sees you as a source of free food. Or its just lusts for you and will stalk you as your newest fan boy who knows. Those evil little eyes hide many things.
