Perhaps part of the registration form could ask if people have been to AC before, if they have would they be interested in mentoring new folks and if they haven't would they be interested in having a mentor.
Some person could then coordinate these folks over e-mail based on common origin points to increase the likelihood of people being able to meet up pre and post con. Common "interests" would be another good option, but probably not something that the convention should delve into. The adopt/abduct me ribbon suggestion on the AC forum is already skirting that line.
Another option is having this as a break-off from the First Convention panel, have a couple tour guides ready to walk people around after the fact.
