I gotta give the Haverford cops some credit for having a sense of humor. And I think that makes for a nice deterrent, too.

Local police departments here usually are, yes. For example, this (http://en.wikipedia.org/wiki/New_Rome,_Ohio) fun little berg was about 10 miles from my house for most of my life, until actually being the subject of a state law designed to run them out of business about 5-6 years ago.
